New York State has begun taking applications through its hemp program

Governor Andre Cuomo of New York state has signed Chapter 1 of the Laws of 2020. Any business selling cannabinoid hemp products either in person or online will now be required to obtain a Cannabinoid Hemp Retail License. These licenses will be made available from the Department of Health.

Licensed cannabinoid hemp retailers within the state of New York, selling products that are manufactured outside of the state, will now be required to hold a Cannabinoid Hemp Distributor Permit. Instructions on how to apply for the on-line permit are available by visiting the New York Business Express Portal.

Those interested in obtaining a permit must meet the requirements for growing hemp plants through the New York State hemp program.

Distributor and retail requirements for applications

  1. Applicants will be required to submit a description and summary of the type of cannabinoid product that they would like to sell. It could be:
  • Food
  • Vape
  • Topicals
  • Tincture
  1. Applicants will be required to show the necessary legal proof that they are registered as a business in New York to collect sales taxes. An uploaded copy of the Certificate of Authority for each retail location will be accepted.

  2. Applicants will need to provide the name and the contact information of the distributor or manufacturer from whom you intend to purchase.

  3. Applicants must attest to follow all of the rules and regulations of the New York State Cannabinoid Hemp Program.

  4. Applicants must submit a 300-dollar fee for each retail location that will be used for selling cannabinoid hemp products or apply for a distributor's permit fee. The Distributor or retail permit is valid for one year from the date it is issued.

According to Cuomo, opening the application process will be the proof needed to give the economy a boon. According to Gov Cuomo, the licensing method provides distributors, processors, and retailers with the ability to keep ensuring that the hemp-industry will be viable for the long term.

According to Cuomo, Licensing ensures the product's quality control standards and that it meets all packaging, labelling manufacturing, and lab testing requirements. The program will also help to legitimize the budding cannabinoid hemp industry while protecting the consumer from any potential substandard or dangerous products that could possibly enter the market.

Cuomo launched the industrial and agricultural research pilot program in 2015. He aimed the project to support hemp farms and promote economic development. Today the industry has expanded, and the New York hemp program is now considered a leader nationwide.

Hemp is a sustainable carbon-sequestering crop, and it has the ability to be transformed into hundreds of different consumable products. Some of these products include:

  • Furniture
  • Fuel
  • Textiles
  • Food
  • Personal care items
  • Construction materials

Gov. Andrew Cuomo has said the New York State Department of Health has moved to regulate cannabinoid hemp products, many of which include CBD. Today these products are currently available as flower, smokable concentrates, vape juice, oils, pills, capsules, food, beverages, and tinctures.

Final thoughts

New York state has suffered economic deficits just like the rest of the country, and the implementation of the Cannabinoid Hemp program, according to some, could be a necessary step towards getting the economy back on the green path to prosperity.
